the review of the gambling code of practice 2002; and the review of the casino control act 1988. clubsact represented strongly the industry's views on key issues being considered by the government as part of these three reviews. over the past year clubsact lobbied hard with the government, opposition and independents on a wide range of matters associated with the commission's report s ; , the government's response and most recently the gaming machine bill 2004. the process which has been long and at times tortuous - spanning over 3 years -culminated in the legislation being passed by the act assembly on 24 june 2004. a major change is the tightening up of the legislation to: ensure eligibility only remains with those venues that are genuinely not for profit; reduce the potential and ability. to personally profit from the proceeds of gaming machine operations; and increase the transparency of operations of club gaming machine licensees and enable the commission to more closely investigate the bona fide of applicants. overall we believe the outcome is pretty positive, particularly the confirmation that gaming machines are restricted to clubs only - namely that an applicant for a gaming machine licence are those applicants who can substantiate that they are an eligible club. clubsact's aim now is to have a period of predictability and certainty in relation to the regulatory environment governing gaming, for bi-partisan acceptance of this approach. clubsact also lodged a submission in response to the act gambling and racing commission's review of the gambling and racing control code of practice ;
