Will generate more confusion. commissioner retlin agreed. staff believes the ordinance is an important enforcement tool. he said he prefers limiting the number of social or business events. commissioner johnson pointed out the social or business events provision applies to principal residences, which would eliminate the "castle" because the owner doesn't reside there. mr. friddle stated that eliminating the word "principal" means the limited number of events applies regardless of residency. the ordinance is not only a good enforcement tool but will serve as an educational tool for people buying property. the commission discussed going through the conditional use process simply to hold one additional event. mr. friddle said the conditional use application asks applicants to outline the entire scope of the request so staff can evaluate potential impacts. commissioners discussed why the scn didn't pursue the option of conditions, covenants, and restrictions ccrs ; . mr. friddle explained ccrs are easily set up at the platting stage. it would probably prove difficult for the scn to buy into the ccr concept at this point. char castaldo suggested the commission review the proposed ordinance on a page-bypage basis. commissioner retlin said he's comfortable with staff's recommendation with the elimination of the six-month residency provision and omitting the word "principal" as well as the other concerns expressed. commissioners discussed the definition of principal residence. several commissioners said they did not have a problem with the definition. while several others said they find it problematic if the six-month provision is a precursor for how a resident can apply for a home occupation permit. enforcement of the six-month requirement may be difficult. a home occupation should not be allowed when the residence is not the business operator's home. the six-month provision is intrusive. mr. friddle reminded the commission that the concept of a principal residence is in the existing code. the six-month language is new. an option is to not change the definition for principal residence. discussion followed about verifying residency. one issue is whether a person living less than six months of the year in a home is considered any less than a homeowner who lives in the home throughout the year. commissioners tousley, reddick, and fetty expressed opposition to the six-month provision. commissioner johnson said defining primary residence is needed. using the applicant's automobile registration to verify residence appears to be a reliable tool. commissioners discussed the proposed changes to the home occupation section of the code beginning on page 4. mr. friddle said the language represents a broad consensus of those that worked on the wording. commissioner johnson questioned the difference between professional and commercial activity. mr. friddle replied professional is more service oriented, while commercial activity is tangible in nature.
After 43 years of marriage, sonny passed away. four years later, odie married shannon phillips, but he died a year and a half later of sleep apnea. odie's friends and family were there to help her through the difficult losses. seven years ago, she married earl swaim, a retired railroad professional. they are business partners in several ventures, and he assists her in her real estate company. over the years, she has known many interesting people, including the producers of the television show "dallas." "i showed them locations for some of their shoots, " she said. she has also handled real estate business for some of the dallas cowboys. "odie is a spectacular lady who has helped sachse grow, " said her longtime friend and owner of the essential secretary in sachse, charlene haupt. "when my children were in school, odie was always doing something to help, donating things to the schools. and, when i worked at the chamber of commerce, odie could beat everyone when we had membership drives. she knows everybody in town." her business has been a sachse landmark for decades. in 2002, the sachse economic development council honored odie hall realtors with the sedc executive club economic excellence award. odie isn't showing any signs of slowing down. "i come in early and stay late, " she said. "i have more energy than my kids. this week alone, i've had five referrals." her greatest pleasures are her books, her friends and her family. not many people know that over the years, she has written several children's stories. "they are about life, about the lessons you learn, " she said. "i used to read them to my children." one of odie's connections to her original hometown of farmersville is her friend nadine lokey. nadine is audie murphy's sister. "odie has the personality to get your attention, " nadine said. "i really love her. if she can help someone, she will." odie's unflagging positive attitude, desire to help others, and strong work ethic shaped her success. "she really is a texas treasure, " said her daughter tina. "we couldn't be prouder.
